DREAMS (Determined, Resilient, Empowered, AIDS-free, Mentored and Safe) is a public-private partnership to reduce rates of HIV among adolescent girls and young women (AGYW) in the highest HIV burden countries. The Population Council supported DREAMS' implementing partners to develop programs that reached and engaged different groups of vulnerable adolescent girls and young women and their partners. The capacity-strengthening work was grounded in the Council's large body of research on successful interventions for adolescent girls, who are often excluded from traditional HIV prevention programs. The Council's approach maximized the impact of girl-centered programming, ensuring programs reached the right girls, with the right interventions, at the right moment. We provided mentorship, technical support, skills-building trainings, and practical resources to local DREAMS partners.
