Abstract
Drawing on in-depth key informant interviews with three former or current government officials, this learning paper responds to the following questions:
- How did Kenya establish a standalone legal framework on female genital mutilation (FGM)?
- How was the political and wider support needed to advance the legislation built?
- How was the Anti-FGM Board established and made operational?
- How was the Anti-FGM Board sustained across political and institutional change?
Learnings from the government officials accounts are used to trace the history of Kenya’s anti-FGM response, and have been documented as lessons for other countries to apply toward their end-FGM efforts.
