Abstract
The Population Council led a landmark national effort to redefine population discourse in Pakistan through the development of a unified, rights-based national narrative—Tawazun (Balance). This narrative, endorsed by the Federal Task Force on Population and adopted at the highest policy forums, reframed population from a fragmented and sensitive issue into a shared national development priority. Tawazun established a clear framework—balancing rights, responsibilities, and resources—positioning family planning within the broader goals of family well-being, human development, and national sustainability. Importantly, the narrative was formally adopted by federal and provincial governments, and integrated into policy frameworks, communication strategies, and development planning processes.
