Population Council and partners launched Ishraq (“Sunrise”) in 2001 for out-of-school girls aged 13–15 in rural Upper Egypt, the country’s least developed, most disadvantaged region. Ishraq consists of girl-friendly spaces for learning, playing, and working together, and gatekeeper interventions to change community gender norms and beliefs.
